Here's what you do
Brown ground beef, onions and peppers together – add spices to your taste. Once cooked, add 2 cups of salsa, and diced tomatoes. Bring to a boil. Then place one cup of the meat mixture on the bottom of a 9 by 13 pan, and top with 5 tortillas, overlapping as necessary. Spoon more of the filling on the tortillas, and top with remaining tortillas. Spoon remainder of the meat mixture on top, cover with foil and bake at 350 for 30 minutes. Remove foil, and top with 1 cup of shredded cheddar cheese. Place in the oven for 15 minutes, cool and serve with sour cream.
